The information on this website, including the blog, describes California Government Code §27297.7 (added by SB 255) and county recording operations in general terms. It is not legal advice and does not create an attorney-client relationship. Counties should consult their county counsel about how the statute applies to their office, including program design, board resolutions, fees and contracting.

Notices supplement, and do not replace, the county's obligations

SentraDeed is software that helps a county recorder prepare notices, track deadlines and keep records. The county remains responsible for its recorder notification program, including adopting the authorizing resolution, approving notice templates, printing and mailing notices, and deciding how exceptions are resolved. Using SentraDeed does not transfer any statutory duty to Computer Systems Plus, Inc.

SentraDeed does not print or mail notices. It produces print-ready PDF/UA notice batches and a mail-house manifest; printing and mailing stay with county staff or the county's chosen mail house. Deadline tracking and reports are tools to help staff meet the 30-day mailing requirement; they do not guarantee that every notice is mailed on time.

Resident alerts are informational

Email alerts from the resident portal are an optional electronic notification program a county may offer under §27297.7(b)(3). They supplement, and do not replace, the notice the Recorder mails to the parties who executed the document. Alerts may be delayed or not delivered (for example because of spam filtering or an incorrect address), and they are not a title search, a guarantee of title, or fraud protection. Property alerts are sent only after the document's parcel number is confirmed; name alerts are sent when the Recorder's daily index is loaded.

Accuracy and limitations of OCR and matching

SentraDeed matches recorded documents to Assessor ownership records using rules configured for each county, and can read parcel numbers (APNs) from document images when the Recorder's index does not include them. Results depend on the quality and completeness of the county's Recorder index, Assessor data and document images.

Optical character recognition can misread characters. Every APN reading carries a confidence score, and readings that are uncertain, not on the Assessor roll, or inconsistent with the signer are sent to staff for review with the page shown, rather than producing a notice automatically.
Documents that cannot be matched cleanly become exceptions for staff to resolve. Staff decisions are recorded in the audit log.
Signer checks flag possible mismatches between who signed and the owner of record. A flag is not a finding of fraud, and the absence of a flag does not mean a document is legitimate.
On a synthetic test set, the matching engine agrees 100% with a reference answer key, and image-mode OCR produced zero wrong-parcel notices. Results on a county's live data can differ, which is why a parallel run is part of onboarding.

Privacy

Each county is the owner of its recording data and the controller of its resident portal. SentraDeed processes that data on the county's behalf under the county's agreement. The third parties involved are listed on the Sub-processors page, and the draft Terms and Conditions describe how the service and portal may be used.

What the resident portal collects

An email address.
The parcels and/or names the resident chooses to watch (up to 10 in total).
A language preference (English or Spanish), and the dates the subscription was confirmed or changed.

Property search on the portal shows situs addresses and masked parcel numbers only, never owner names. Alert emails do not include owner names, mailing addresses or document images.

Your choices

Subscriptions must be confirmed from the email address before any alert is sent. Every alert email includes a one-click unsubscribe link, and residents can manage or remove their watches at any time from a link sent to their email.

No sale of data

Computer Systems Plus, Inc. does not sell or rent resident information or county recording data, and does not use it for advertising. Subscriber emails are encrypted in the application and are never written to application logs.

This website does not use advertising or tracking cookies. Information typed into the demo request form on this website is not stored or sent; demo requests are completed by email or phone.

Accessibility statement
